System icon
System icon are the icon which is pre-defined by the operating system

User defined icon
A user can change the icon of any file if an image has .ico , .dll extension
To change the icon
Goto the properties
then customize tab
at the last you will see a change icon option click on it choose your icon and you are done
This is user defined icon
In the below you can see both are folder but I have changed the icon of one folder-
