The brief answer is that a test cross is done to determine whether a trait is homozygous (shared from both parents) or heterozygous (only gotten from one), and can help determine whether it is dominant or recessive (in classic Medelevian terms).

A reciprocal cross, on the other hand, is done to determine if a trait is sex-linked—that is, if it depends on the parental sex, and thus depends at least partially on the sex-determining chromosome. For this, you take a male and a female, each homozygous for the trait, and cross each with an individual who does not have the trait, and observe the result.
