There is a great difference between the two words…..
BUREAUCRACY.… refers to the people, who have reached the upper cadre in the administration of a state or a country. They are generally called THE ELITE. The heights, to which these people reached, these heights were attained by dint of their mental labour. They burnt every thing they had, in order to achieve their goals.
These people are different from THE ARISTROCRATS, whose existence depends upon their wealth. To this category belong the royal families, (like the Nizam Of Hyderabad and others); and the great capitalists and industrialists ( like Carnegi, the Tatas and the Birlas).
The third category is made up of people who were born some where in a farmer’s hut. They rose to the heights of the whole social structure, by their own efficiency. The like of Dr Sarvapalli Radhakrishnan and Lal Bahadur Shastri. Even when they were at the apex of their carreer, they did not forget their past. With absolute power at their command, their heads did not reel, they did not get drunk with power. These people were THE DEMOCRATS.
The difference between bureaucratic and democratic attitude is …….
The bureaucratic attitude can neither understand nor feel the pain of the common man.
The democratic attitude takes into consideration, feels and understands the needs of the common man. It speaks the language of the common man.
See these two examples …..
(1) During the winter season, (the late) Lal Bahadur Shashtri the erstwhile Prime Minister of India, used to wear the wornout kurtas, (which had grown tattered due to over use, during the past summer) under his ACHKAN .
(2) I had a chance to attend a funeral function in New Delhi along with one of my students. The function lasted only one hour, from 15:00 to 16:00 hrs. Scent worth Rs.5,00,000/- was sprayed in the air, in that one hour. So the august audience does not get reeled under the tent constructed for the function.
