In unitary system of government only one level of government enjoy the power like central government
In federal system the power is divided among central and state government in some countries even at local level
in this system central government could not pass order to state government and the state government has power of its own which is not answerable to the central government both the levels have to answer the people separately

In either there is only one level of government or other levels are subordinate to the central government. The Central government can pass orders to the sub-units.
