In Unitary system there is only one level of government, that is central government..
For Example :-
Monarchy, Dictatorship
In Federal system there are two or more level of government... Central, state etc...

India's Democracy.....it has three level central, state and local

the unitary system of goverment is a system in which people are governed by any individual on its personal dictoral demands.
whereas in a federal goverment powers are divided between central and state authority. in which the state authority is subordinate to the central state but even than state authority is not answerable to the central goverment for its decisions.
