Unitary Form Of Government
Either there is only one level of government or the sub units are subordinate to the central government. The central government can pass on orders and force the local government to implement them. The power is in the hands of the central government. The state is answerable to the central government if anything happens

Federal Form Of Government
There is a government for entire country and government at the levels of states. Both these levels enjoy power independent of each other. The central government cannot order the state government to do something. And the state is not answerable to the central government.
