In insulators the electrons in the valence band are separated by a large gap from the conduction band, in conductors like metals the valence band overlaps the conduction band, and in semiconductors there is a small enough gap between the valence and conduction bands that thermal or other excitations can bridge the gap

On basis of band theory of solid :-

Conductor are :-

there is no forbidden gap between valence band and conduction band both overlap each other that's why current easily flow from valence band to conduction band.

Semiconductor :-

there is a small gap between valence band and conduction band called forbidden gap . the electron escape from valence band and conduction band that's why its behaviour is like semiconductor.

Insulator :-

there is big gap between valence band and conduction band called forbidden gap . electron will remain in valence band.
