Forest is a natural ecosystem charaterised  by the dominance of trees while vegetation is sum total of plant population covering a region. Forest, grassland and tundra are the examples of vegetation.

The main difference between natural vegetation, forest and flora are that the natural vegetation includes grasslands, cacti and mosses etc, whereas, a forest is an area that includes a variety of trees and flora include different types of fruits, flowers and trees etc.
