structure, both at rural as well as urban level. Every district has panchayat standing committee
which includes panchayat representatives of block panchayats which further include members of
village panchayats. The district panchayat committee is sub-coordinated by the district education
officer (DEO) which is further coordinated by the district project coordinator for project
management at district level. Each district is divided into small blocks. Block is a group of villages.
