THE Indian state of Jammu and Kashmir consists of three regions with marked ethnic and religious differences - Ladakh, Jammu, and the Kashmir valley. Ladakh, across the Himalayan divide, is a bare, sparsely populated, inhospitable region. Seventy per cent of its 200,000 residents are Buddhists.
