Divide 16p ^ 4 * q ^ 3 + 24p ^ 3 * q + 20p * q ^ 2 by 4pq.​

as we know that division of exponents, the power is subtracted,,just like..

 \frac{ {a}^{m} }{ {a}^{n} }  =  {a}^{m - n}

using this formulae we divided 16p^4q^3 with 4pq... 16 is cut by 4 and the power of p,q is subtracted with the power of their denominator and the result is 4p^3q^2...

similiary with the second term we did the same.. 24p^3q divided with 4pq... 24 is cut by 4 and the power of p,q is subtracted with the power of their denominator and the result is 6p^2... here in result the power of q will be 0 which is equal to 1 i.e,q^0=1

same is done with the 3rd term..
