now i'll show you how i got that answer but before we do that please do keep the following rules in mind:

1)   if a rational number is divided by another rational number then we can      change the division to multiplication only if we take the reciprocal of the numbers

reciprocal: it means thhe opposite of a number so like the reciprocal of 2/5 would be 5/2 and the reciprocal of -1/3 would be 3/-1

so now that we know these rules, let's answer it

2/5 / -1/3  according to rule number 1 we can make it

5/2 x -1/3 so now we multiply 2 by -1 and 5 by 3 so

-2/15 is the answer, we can further divide it and write it in decimal if you want, the decimal form of the answer would be

0.1333...
