sum of the rational numbers

 =  \frac{18}{5}  +  \frac{ - 7}{15}  \\  =  \frac{54 - 7}{15}  \\  =  \frac{47}{15}

And their difference

 \frac{18}{5}  -  \frac{ - 7}{15}  \\  =  \frac{54 + 7}{15}  \\  =  \frac{61}{15}

Hence, the required quotient
