1. Sum

 \frac{5}{21}  +   \frac{4}{7}

 \frac{5 + 12}{21}

 \frac{17}{21}

2. Difference

 \frac{5}{21}  -  \frac{4}{7}

 \frac{5 - 12}{21}

 \frac{ - 7}{21}  =  \frac{ - 1}{3}

3. Division

 \frac{17}{21}   \div  \frac{ - 1}{3}

 \frac{17}{21}  \times  \frac{ - 3}{1}

 \frac{ - 17}{7}
