Sum of - 12/7 & 13/5 =
-12/7 + 13/5 ( Take LCM)
(-60+91) / 35
= 31/35

Product of -1/3 × 31/7 =
-31/21

As per given condition
31/35 ÷ -31/21

(Since, There are two numerator and two denominator :-
a = 31, b = 35, c = -31 & d = 21

Do a×d / b × c)

= 31×21 = 35 = -31
= 21/-35
= 3/-5 or -0.6.

Hope it helps.

( - 12by7 + 13by5) \div  ( - 1by3 \times 31by7) \\  = ( - 60 + 91by35) \div ( - 31by21) \\  = 31by35 \times 21by31 \\  =  - 3by5
