Using long division you get

=x^2-3x+9-\frac{26}{x+3}

and by factoring the top you can get

=-\frac{\left(3y-4\right)\left(2y-7\right)}{3y-4} cancel out common factor

=-\left(2y-7\right)

=-2y+7
