all the states in india do not have identical power

india is an example of holding together federation where the country decided to create constituent units and divide powers between the centre and the states

centre is more powerful making states dependent on them for resources

even the constituent units have unequal powers, like some state may be granted special status like Jammu and kashmir under article 370 of the constitution.

being a disputed nation there are many provisions of the indian constitution which can only be applied provided they are ratified by the Jammu and Kashmir's assembly.

besides that north eastern state like Himachal Pradesh and Uttarakhand are under special category as these states have hilly terrain and international borders thus they get special economic assistance from the centre in terms of grants. this is not the case of other states in India.

thus we may say that in India there is unequal division of power and they rather do not have identical powers
