Resistance of a material depends on its thickness, length and resistivity. If thereare free electrons in the material (i.e. outer shell of an atom of the material hasone or more free electrons), material easily conducts a current and has low resistivity.

Resistance depends on length of the wire, cross-sectional area of the wire, depends on temperature and it also depends on the material used as a core.

So, from my opinion, I don't think so all substance have resistivity
