Explanation:

Active voice and Passive voice are the two types of structures in writing a sentence.

In active voice, the subject controls the object and in passive voice the subject is controlled by the object but the meaning of both the sentences will remain same.

The given statement “Someone had reported the theft in the police” is in active voice only. Its corresponding passive voice is “The theft has been reported in the police by someone.”  

Similarly, the indirect speech will be mainly from third person perspective like a third person will be telling the conversion happened between two persons. In this case, the indirect speech of “I bet shyam won’t be on time”, will be “He had betted that Shyam won’t be coming on time.”
