No,not all bullies know that they are being mean
With reference to the character Peggy in ‘the hundred dresses’ ,we get to know that Peggy had made fun of Wanda by asking how many dresses and shoes she had.But we also see a gentle side of Peggy in which she is shown to have protected children from bullies and cried when animals were hurt. When Maddie told they hurt Wanda ,Peggy replies that she did not make Wanda fun of her name like the others did and the game about the hundred dresses was not cruel from her point of view. The readers are made to realize here that Peggy was not aware of the fact that Wanda was hurt by her, to her it just simply felt that Wanda didn’t have to lie about her dresses.Soon she also realizes her mistake,though not showing out, but took an effort to go to Wanda’s house and even write her a letter.
So we can come to a conclusion that not every bully is aware oh the fact they are mean.It would just take a small talk with them to make them realize that they were in the wrong and set them right.
