Yes.Canal is designed for a definite discharge.If the discharge coming is more than the designed discharge then this may lead to flooding, overtopping and even breach of canal. During my service I encountered flooding of canals many times due to following reasons :-
(1) Rains in the upper reaches and closure of canal gates from main canal to off taking canals .
(2) During heavy rains, sudden ingress of water from any tiny hillside catchment unauthorisedly entering the canal.
(3)By human error ,more than designed discharge released in the canal.
(4) Any obstruction in the downstream reach of the canal.
