Yes, it is true that an electric currentthat flows through a conductor creates a magnetic field around the conductor. This is how all electric motors work, simply by the magnetic effect of currents flowing through conductors.

No, thats not possible because Only the flow of current can praduce magnetic field or effect.

If conductors even have magnetic field without passing current through them then there was no need of passing currennt through the motor.
