Water in it's purest or distilled form is a poor conductor of electricity. However, the tap water and the potable water are not completely pure and contain several impurities. These impurities increase the number of freely charged ions in the water. This results into increase in electrical conductivity of water.

Thus adding salt and sugar to the distilled water will help it to conduct electricity as salt and sugar act as impurities.
