I don't feel that fields need to be irrigated to the same extent throughout the year because irrigating the field depends on the climate and weather conditions. If it the monsoon season then you may have to supply very little water or no water at all. Whereas in the summer the fields have to be irrigated quite often without fail in order to get best produce!

Basically irrigation is required in areas where rainfall is insufficient. This is essential for the satisfactory growth of the crops. Apart from this , for the growth or production of crops, irrigation is necessary, because otherwise these crops can't be produced without water available for all the seasons
