Answer:

Sunlight travels through water since water is transparent. But the body of the fish is opaque. So sunlight can not pass through it. Since sunlight is blocked by the opaque(non-transparent ) body of the fish, shadow is created.

The same way you cast a shadow....light filters through the water but can't penetrate the fish so it casts a shadow.
