Externally. Frogs do pseudo-copulation for fertilization i.e. male frog clings on to the back of the female (although they lack copulatory organs), where they release gametes into the water. Since they are amphibians, they require water for fertilisation and that's why we see tadpoles in the water.

Answer:
They fertilize externally. The female frog lays the eggs near the water and the male discharges sperms in the water. Then sperms swim and reaches with the help of tail and fertilization occurs.
