Do i need to add foreign key reference in all tables that use some other primary keys

The values contained in the column or columns that make up the primary key serve to identify each of those rows. For example, a primary key is often made up of a single IDENTITY column.Other columns might also contain unique values, but a table cancontain only one primary key.
