No, Isobars are atoms of different elements with different atomic numbers but they have same mass number.
For example ---->
- Argon (Ar) and Calcium (Ca).
- They both are different elements.
- They have different atomic number, Argon - 18 and Calcium-20
- But both have same mass number i.e 40
Hence they are isobars.

Atoms of different element having same mass number but different atomic number are called isobars. So, according to defination they are not belong to same element.
