People follow their leaders, they are representative of their society , their community or their nation. People would consider it their duty if a leader follows a mere moral and ethical obligation.  

Certainly a leader has moral obligations just like a common man but ironically those who are sitting in the parliament have forgotten their moral duties perhaps.
