Do police DNA test in California for low costing crimes?

I'm pretty sure that California is one of those states which actually do take DNA samples of criminals, even if they committed petty crimes, like shoplifting. I think it's so that the police can have a record of it so that when they find a crime scene with DNA, they see if that person may have committed the crime. BTW, I'm from Virginia. Are you from Cali?
