Yes.Stems do carry water from roots to leaves(not only the leaves but also to the various other parts of the plant.Specifically saying,there are two types of conducting tissues in the stem of a particular plant.

1)XYLEM-Carries water from the roots to the other parts of the plant.

2)PHLOEM-Carries the food manufactured in the leaves to the different parts of the plant.
