Answer:

not true

Step-by-step explanation:

For lines to be coincident their coefficient ratio must be same

(a/a')=(b/b')=(c/c')

when lines are expressed as:

ax+by+c=0

so,(a/a')=(4/12)=(1/3)

(b/b')=(3/9)=(1/3)

(c/c')=((-1-5)/-15)=(-6/-15)=(2/5)

so (a/a')=(b/b')#(c/c')

so the lines do not coincide
