Gore never won any mandate in the year 2000. He had only 48% of the popular vote, which was not even considered as victory. He also lost many important states which meant that he was not able to become president.
Clinton also failed in the majority of popular votes in 1992. However, he won the plurality of the states and thus the election was appropriate for the chairmanship of the college.
Election colleges are still essential and efficient forms of elections. The origin of the Electoral College was rooted in the idea that the presidential candidate should not be merely a simple majority in some states but a representative of the plurality of 50 states, which can be a tendency to be majority oriented and therefore oppression.
