The first statement it states that personal or self development is varies from people to people.
Ex A farmer need a good crop which is his devlopment but Ambani need a better devlopment in business.
The second statement refers sometime one's personal devlopment is so big that it is a problem for another.
Ex The Britishers want devlopment in the trade and business so they hired many farmers but due to long hours and low wage working there is a conflict between farmers and Britishers which led to independence.
