if 4 numbers form a proportion then the product of 1st and 4th should be equal to product of 2nd and 3rd terms.
1st*4th=72
2nd*3rd=72
So the numbers ARE in proportion...

As I know 1cm^3 or 1cc = 1ml
4ml = 64cm^3
3ml = 27cm^3
and 24cm/18cm = (4/3)cm
(4ml/3ml) = (64cm^3/27cm^3)
= (4/3)cm^3
So I think it makes a proportion ,that is what I get out of your question.
