No , the are different

As, ECONOMIC GROWTH is an increase in the amount of goods and services produced per head of the population over a period of time.  it depends on the situations and circumstances.

And, ECONOMIC DEVELOPMENT Economic development is the process by which a nation improves the economic, political, and social well-being of its people. it depends on the people and their economic conditions .

so, they both differ from each other .
