I think so, and here’s why.

Firstly, note that the laws of physics do not appear to be able to deterministically predict human behaviour. Individual brain cells are sensitive to quantum-scale events, firing or not firing depending on the presence of things as small as ions, or even photons. They network together in a way that produces “chaotic” behaviour (in the technical mathematical sense of “chaotic”, not in the everyday sense of the word).
