Yes, I agree with this fact as the stronger sections of the society having educated people have a better outlook towards the betterment of the world whereas the weaker sections of the world have become self centred and have no such outlook which has made them less educated and backward in the field of cooperating with the global matters.

Yes this is because of following reasons -

1.Some cities of India are well developed but some of the cities even have the proper transportation, education and health facilities.

2.Some of the cities of India like Mumbai, Banality, Chennai, Delhi etc. have well occupied infrastructure but some of the cities like Aizawl, Gangtok and all don't have so good infrastructures.

3.Some parts of India are properly, continuously developing like Brngaluru but some are lagging far behind like Andman islands.
