yes a cell is responsible for the development of the blood
cells together form a tissue which inturn forms organs which r necessary for our life
so, we can conclude that cell is a  building unit of an organism

yes it's absolutely true that cell is a building unit of an organism because cell acts as a base in formation of an organism ,, same as like atom forms the basis of everything single thing ,, without cells one can't imagine life !
