Yes we can say that Ashoka was responsible for the decline of Mauryan Empire. But this is based on our perception as he was responsible for a good cause. As we know that he quit the life of a Kshatriya and started living as Brahmachari at the end of the Kalinga war. Even he sent his son and daughter in order to spread the religion of Buddhism to different countries. In this way his generation instead of becoming Kshatriya started living as a preacher. Thus Ashoka was responsible of the decline of Mauryan Empire.
