if yes than the answer is.
political system in Indo was once federal in nature and unitary in nature as the central government often used to suspend the State government.
but after 1990s the situation has changed because now the government is formed often on the basis of coalition
also Supreme Court has created laws so that union government cannot suspend the state government arbitrarily. hence, my answer is no
