India is a parliamentary form of democracy which uses the concept of power sharing, however the main power holder is the union/central government.
The union government has more power than that of a state government in India in the following ways;
(i) Major authorities are under the Union Government like armed forces, foreign policy etc. while the State Government only has the power on the provincial level.
(ii) The Union Government deals with international affairs, while the State Government deals with provincial affairs only.
(iii) The Union Government is the main source of sharing the budget among the State Governments.
(iv) The members of the National Assembly are more important than that of the Provincial Assembly.

The Constitution of India provides different kinds of rules and regulations for the Union and states. Union government is more powerful than State governments due to the following reasons:
Union government consists of members elected by the general masses.
Union government appoints Chief Justice of India and Governors of state.
President is an exception as the position is an appointed one.
President is the executive head of defence.
Any law cannot be enforced without the President’s signature.
