If this is the lowest minimum wage in the country (that's accurate for Utah anyway) then yes, in a sense that might represent "the poorest of the poor", but then there are people who are not working. , whether they are benefits of a lifetime, or on the streets with resources or contributions. people earn less it's just under the table (or sometimes more like this, haha) not recorded, or calculated and included in data that probably doesn't cover all humans, only Uh, registered or something like that.
