The answer is partially yes and no. It can be seen that there are various laid down laws taht bound the election commission to be fair and independent . They work effectively during election times and dedicate themselves .But we can't forget that India is filled with corrupted people which are likely to be found at higher positions .They are just working for themselves and are just limited to their own profit. Hence, one can't clearly conclude.

Yes,the election commission of India is free and fair as it is an independent body with no interference from any of the three organs(legislature, judiciary, executive) of the government.Once appointed by the President, members of ECI cannot be removed easily and it is as difficult to remove an election commission officer as difficult it is to remove a judge. The commission needs no permission from any authorities for any decisions regarding the elections.
