It is not ghat section at all. You can either park your vehicle on the main road and climb some stairs (less than 100), or drive up to the parking lot and climb about 10 stairs. Do not just visit the main Jyotirlinga temple. Behind the temple, there are some stairs that take you to the Matsya Narayana temple. That location is good as well.
