When charger is plugged in and not connected to phone, it acts as a transformer on No-Load. But since one side of the transformer,i.e, the primary side draws current, it uses a very low amount of electricity which is negligible.
So it depends upon you. If you want to save even milli-watts of energy, unplug the charger. Practically it doesn't effects anything.
