Yes As per my opinion ,decentralization can be taken as a mean to minimize conflics because ,when administrative power is distributed more to local governments ,they would able to take more apt policies to satisfy citizens of that particular region so conflicts would be minimixed as it can minimize the number people over whom unfavorable governance is suppressd

yes decentralisation means minimise conflict...Because as per me decentralisation means dividing Power Between local government by state govt...this can further reduce the conflict..
