Yes they can be said as a resource as they will come in the category of human resource. If govt of India starts investing on them by giving them education and health in future they will become an asset for the country and increase the national income of the country by earning high salaries.

no the whole population cant be said to be a resource. as many people are unemployed like the people of age below 18 or 25 and people of age more than lets say 50 years. some people are unemployed due to many reasons like lack of money , lack of nutrition . lack of education etc
and there are many unemployments that people now a days face a lot like in rural areas people face disguised unemployment and in urban areas people face educated unemployment.
