Yes, they do.
I take my own country, India as an example & try to give a generic answer without any factual figures. And disclaimer would be that, I’m a mechanical engineer who likes economics.
When India got independence from British back in 1947 India was mere a third world country. India had to choose its development model in order to kick start its journey towards development which is sustainable in nature. In general economic models can be classified as; market driven, capitalistic model. Government driven, socialistic model. Mixed, to minimise the negatives of both capitalistic and socialistic models. To brief on capitalistic model, here rather than producing what is basically needed for society it produces what's in demand. For example, in a shop burgers are being cooked which is in demand where in society actually needs bread which is the basic need of poor people who can't afford to buy a burger, USA is an example. Socialistic model is the one in which authority decides what to produce, how much to produce and when to produce, former USSR is an example.

The infrastructural facilities in a country range from Nation to Nation. Beside a few nations are extremely poor and undeveloped, whereas others are developing. There is also a set of nations that are extremely rich and are developed. For example, the notion for a developed country would be to earn more profit from its facilties, whereas the one for underdeveloped nation would be to develop the basic infrastructural facilities. So all the nations follow their own pattern of development.
