No, Aradhana was not justified in refusing to perform at the inaugural function. This is because she felt that she was not fair like her sister Simmi. According to her, being fair was what made a person beautiful. However, in reality, beauty does not depend on the skin complexion. She ultimately decided to perform only for the sake of her mother who loved her unconditionally for almost 18 years without considering her as an adopted daughter.

"Aradhana's refusal was justified". She could not bear when she knew the truth of her life, that she was an adopted child, after thinking that she was part of the family for 18 long years. Although her complex with her complexion should not be mattered much, now that she was an adopted child bothered her more.
She ultimately decided to perform after understanding the unconditional love that her mother showered upon her for all these years. She was also impressed when her mother presented her with a beautiful necklace. So in return of all the love that her mother gave her, she wanted to perform the dance to make her happy and proud.
